Background and Organizational Context

You are invited to join a team of dedicated development professionals whose primary role is to support the Philippines to achieve the 2030 Agenda. As part of the UNDP team your focus will be to work with multiple stakeholders to find country specific solutions that lead to the eradication of poverty and to ensure no one is left behind — and we reach those furthest behind first.

UNDP Philippines, through its Institutions and Partnerships portfolio, advances reforms in public financial management, procurement, anti-corruption, justice sector strengthening, rule of law, and human rights integration. The justice and rule of law portfolio is a strategic growth area of the Country Office, particularly in strengthening institutional accountability, improving access to justice, supporting fragile and conflict-affected contexts (including BARMM), and aligning governance reforms with international human rights standards.

The Country Office is strengthening its engagement in people-centered justice, institutional accountability, and inclusive rule-of-law systems, with a focus on improving access to justice, enhancing integrity across institutions, and strengthening trust between citizens and the state.

Position Purpose

Under the guidance of the Outcome Lead (Institutions and Partnerships), the Programme Analyst –Justice and Rule of Law will lead the day-to-day management of the portfolio of activities that contribute to progress in governance, justice, human rights, and the rule of law.

The Programme Analyst will play a key role in supporting the expansion of UNDP’s justice and rule-of-law portfolio, contributing to systemic institutional reforms that strengthen accountability, enhance access to justice, and improve the effectiveness of justice sector institutions.

The Programme Analyst will:

Support justice sector reform initiatives at national and subnational levels;

Contribute to policy dialogue and institutional strengthening efforts related to rule of law and human rights.

Ensure that human rights principles, gender equality, and inclusion are systematically integrated into programme design and implementation.

Support monitoring, evaluation, knowledge management, and pipeline development for justice and human rights initiatives.

Contribute to linking justice sector interventions with broader governance reforms, including anti-corruption, procurement, and public financial management systems, to strengthen end-to-end institutional accountability.

The Programme Analyst will oversee the Programme Associate and Programme Assistant and support Project Managers, contributing to cross-practice coordination to maximize impact and alignment with CPD outcomes.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1- Ensure effective implementation of programme strategies

Provides support to analysis and research of the political, social, and institutional context related to governance, justice, rule of law, and human rights.

Contributes to justice sector diagnostics, institutional capacity assessments, and political economy analysis to inform reform design and programme interventions.

Identifies areas for support and interventions within Country Programme Documents (CPD) outcome areas under governance, justice, rule of law, and open government reforms.

Develops draft concept notes and project proposals to support expansion of the governance portfolio.

Ensures alignment of programme strategies with UNDP CO priorities on people-centered justice, institutional accountability, and inclusive rule-of-law systems.

Ensures integration of cross-cutting issues (Gender, Human Rights) in programme design and implementation.

Supports alignment of justice reform programming with anti-corruption, procurement, and broader governance initiatives.

2- Participate in effective management of the CO programme

Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.

Participation and contribution to the Project Appraisal Committee (PAC), finalization of partnership agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, and closure of projects through review.

Perform functions of Manager Level 2, if delegated by the CO Senior Management, participates in recruitment processes for projects.

Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.

Leadership in audit of National Implementation Modality (NIM) Direct Implementation Modality ( DIM) projects. Effective follow up on audit recommendations. All exceptions are timely reported.

Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Identifies implementation bottlenecks and institutional constraints affecting justice sector reforms and proposes corrective measures.

Supports tracking of results related to access to justice, institutional performance, and accountability outcomes.

3- Support to strategic partnerships and ensure effective implementation of the country office resource mobilization strategy

Operationalization of partnerships with the development partners in the rule-of-law and human rights, including the specific CPD outcome areas based on strategic goals of UNDP, country needs and donors’ priorities;

Supports donor mapping and pipeline development for justice and accountability programming, including preparation of proposals aligned with EU and other partner priorities.

Analysis of counterpart capacities and identification of capacity building support packages for National Partners, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Contribute to specific strategies and targets on government financing.

Contributes to positioning UNDP as a trusted technical partner on justice sector reform and human rights integration.

Supports engagement with justice sector institutions (courts, prosecution, oversight bodies) and development partners to strengthen UNDP’s positioning in justice reform.

4- Facilitation of knowledge building and knowledge sharing

Organizes training for the programme and project personnel.

Effectively contributes to sharing competencies and expertise across projects, teams, and peers.

Synthesizes lessons learned and best practices in justice reform.

Produces analytical briefs, policy notes, and knowledge products on justice sector and human rights issues to strengthen UNDP’s thought leadership.

Supports documentation of good practices on access to justice, institutional accountability, and rule-of-law innovations in line with RBAP knowledge priorities.

Contributes to knowledge networks and communities of practice.

Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.

Sound contributions to knowledge networks and communities of practice.

5- Provision of top-quality advisory services to the Government oriented to capacitate national ownership of UNDP programme

Identification of evidence based related to outcome results to feed back into the Programme & Impact Advisory Team effort of the CO steering relevant to the country Programme.

Organization of training for the operations/ projects staff on programme issues.

Professional growth through active learning.

Provides advisory inputs to strengthen national ownership of justice and human rights reforms.

Contributes to capacity development initiatives for justice sector institutions, including strengthening institutional effectiveness, coordination, and service delivery.

Supports institutional reform roadmaps and technical discussions with justice sector stakeholders.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities: The Programme Analyst will oversee the Programme Associate and Programme Assistant.

Required Skills and Experience

Education:

Advanced university degree (Master’s degree or equivalent) in a relevant field of expertise such as Law, Human Rights, Political Science, Public Administration, Development Studies, International Relations, and other related field is required. Or

A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional two (2) years qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience, Knowledge, and Skills:

Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.

Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national and/or international level in in governance, justice reform, rule of law, or human rights programming.

Experience working in the UN/ international organization is an advantage.

Experience working in fragile or conflict-affected contexts (including BARMM) is an advantage.

Experience in preparation of concept notes, project proposals in the areas of governance, justice, rule of law and transparency is an asset.

Experience working with government agencies, local communities and stakeholders involved in governance and/or governance reforms is an advantage.

Experience in monitoring, evaluation and supervision of projects in the areas of governance, justice, rule of law, transparency is desirable.

Experience working with government agencies, courts, justice sector institutions, or human rights bodies is desired.

Familiarity with human rights-based approaches (HRBA) and access-to-justice programming is desired.
