How can you make a difference?

During an in-country mission to Liberia, the consultant will provide high-level technical expertise across two heavily structured weeks:

Week 1 (Diagnostic & Stakeholder Alignment): Support the capacity building of the Institutional Consultants who will be developing the software for Learning Passport; and facilitate high-level policy and technical alignment meetings with the Ministry of Education and the Ministry of Youth and Sports.
Week 2 (Roadmap Co-Creation): Support the facilitation of a multi-stakeholder technical workshop to finalize the Liberia Learning Passport Implementation Roadmap; and run technical capacity-building handovers for UNICEF staff and MoE ICT specialists.

Purpose of the Post:

UNICEF Liberia is supporting the Ministry of Education (MoE) to strengthen national digital learning infrastructure and expand access to schooling for vulnerable and out-of-school children. Following the 2025 Joint Education Sector Review (JESR) and Mid-Term Review (MTR), the MoE prioritized flexible, alternative digital learning modalities through the deployment of the Learning Passport (LP) platform.

This short-term assignment brings specialized regional expertise to accelerate the deployment process. The urgency is dictated by the TICAD grant expiration on 11 February 2027, requiring all hardware procurement, platform localization, and deployment setups to be fully completed and functional by late December 2026. The consultant will align interministerial governance structures and support the finalization of a fast-tracked roadmap.

Minimum requirements:

Education:

Must have an advance degree (minimum Master) in Education technology, Digital Learning, Information technology, International Development, Social Sciences, or a closely related field.

Work Experience:

Minimum of 8 years of relevant professional work experience in international development, education sector reform, or digital education. Proven experience in implementing and scaling digital learning solutions—specifically the Learning Passport platform— within West and Central Africa is required.

Language Requirements:

Fluency in English is required (excellent drafting and technical report writing skills).

Knowledge/Expertise/Skills:

Prior operational deployment experience or coordination of Learning Passport within the WCARO region.
