Purpose of the Consultancy

The purpose of this consultancy is to provide targeted coordination and technical support to WHO ACE in advancing climate and health financing, climate diplomacy, and implementation of priority regional initiatives. The consultant will support ACE's engagement with Member States, financing partners, and international stakeholders to strengthen climate-health investment, support implementation of the ACE Financing for Implementation Transformation (ACE-FIT) initiative, and contribute to climate and health advocacy and partnership activities, including engagement related to Pre-COP and COP processes.

Specific objectives are to:

Support applied research and evidence gathering related to climate finance and regional engagement priorities.
Coordinate and support delivery of meetings, workshops, and consultations on climate–finance activities.
Contribute to preparation of technical and operational materials, including presentations and briefing notes.
Maintain internal tracking, documentation, and knowledge management for partnerships and deliverables.

Background

Climate change presents significant and growing risks to health systems in the Western Pacific Region, particularly in Small Island Developing States (SIDS), which face acute vulnerability and constraints in accessing climate finance. Despite increasing global financing commitments for climate adaptation, access remains limited due to challenges on both the demand and supply sides—including weak articulation of country needs, limited institutional capacity, and financing instruments not well aligned with SIDS contexts.

WHO ACE is expanding its work on climate–health financing, including implementation of the ACE-FIT methodology to support countries in developing investment-ready climate–health priorities, and strengthening partnerships with multilateral development banks and financing institutions.

A new partnership between WHO, the World Bank, and the Asian Infrastructure Investment Bank (AIIB) aims to develop and pilot innovative climate–health financing approaches, align methodologies, and scale country access to financing pipelines.

This consultancy will provide technical, analytical, and coordination support across climate-health financing, climate diplomacy, strategic partnerships, and implementation of ACE's priority initiatives, including support for engagement related to pre-COP and COP31 processes.

Deliverables

Output 1: COP31 and Climate Diplomacy Engagement Package (Due: November 2026)
Deliverable 1.1: Support ACE’s engagement in pre-COP and COP31 processes, including strategic positioning of health within climate negotiation and regional climate dialogue.
Deliverable 1.2: Develop climate-health advocacy materials, key messages, briefing notes, speeches, and presentations for Pre COP/COP31 and related climate diplomacy engagements.
Deliverable 1.3: Coordinate with WHO HQ, WPRO divisions, country offices, and external partners on climate-health advocacy priorities.
Deliverable 1.4: Identify opportunities to position health within climate finance and climate policy discussions at regional and global levels.
Deliverable 1.5: Develop case studies and communication materials on climate and health co-benefits.
Deliverable 1.6: Develop at least one investment-oriented case study demonstrating the health, environmental and economic co-benefits of climate action for use in climate diplomacy and COP-related events.

Output 2: Climate Finance Advocacy and Strategic Partnerships (Due: March 2027)
Deliverable 2.1: Support strategic engagement with multilateral development banks, climate funds, and financing partnership to strengthen the visibility of health within climate finance discussions.
Deliverable 2.2: Develop materials linking climate-health outcomes to investment and financing priorities.
Deliverable 2.3: Support climate finance discussions and events related to COP follow-up processes.
Deliverable 2.4: Contribute to development of strategic partnership opportunities on climate finance and climate-health investment.

Output 3: ACE-FIT Implementation Support Package (Due: June 2027)
Deliverable 3.1: Support ACE to maintain a consolidated workplan and tracking system for ACE-FIT delivery.
Deliverable 3.2: Conduct desk-review and consultation to map country climate-health finance maturity and prioritisation, development of country archetypes.
Deliverable 3.3: Set of standardized materials (presentations, templates, documentation formats) tailored to different archetypes.
Deliverable 3.4: Provide technical and coordination support for the planning, preparation, and delivery of 4-6 country workshops and related capacity building activities.
Deliverable 3.5: Capture and synthesize insights to inform refinement and Phase 3 delivery.

Output 4: AIIB–WHO–World Bank Partnership Outputs (Phase 2 Support, due: June 2027)
Deliverable 4.1: Coordinate and implement support for partnership activities and meetings.
Deliverable 4.2: Contribute to identification and refinement of country pipelines and implementation approaches.
Deliverable 4.3: Support development of climate-health financing opportunities and investment concepts.
Deliverable 4.4: Contribute to design of Phase 2 financing architecture, including operational concepts for innovative or blended finance approaches.
Deliverable 4.5: Support preparation of decision-ready materials for senior management and partners.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in public health, economics, international development, climate finance, or a related field from a recognized university.

Experience:

Essential: Minimum 2 years demonstrated experience in climate finance, international development, or health systems strengthening at international level.
Desirable: Experience working with UN agencies, multilateral development banks, or similar institutions is highly desirable.
Experience supporting multi-stakeholder partnerships and coordination processes.
Experience supporting and engaging with UNFCCC and COP processes.

Skills:

Strong analytical and research capabilities
Excellent coordination and project management skills
Ability to synthesize complex information into clear, actionable outputs.
Strong written and verbal communication skills

Languages and level required

Travel

The consultant is expected to travel to WHO Asia-Pacific Centre for Environment and Health, Seoul, Republic of Korea

Remuneration and budget

Remuneration: Payband level A - USD 6,000 (monthly)
Expected duration of contract: 11 months, August 2026 to July 2027
