TERMS OF REFERENCE

The consultant will provide high-level strategic and technical expertise to UNICEF Bulgaria and national partners to support the sustainability, institutionalization and future scale-up of the Early Childhood Intervention (ECI) system in Bulgaria.

Minimum requirements:

Education:

Master’s degree or higher in Early Childhood Development, Early Childhood Intervention, Public Management and Policy

Work Experience:

Minimum five years experience of progressively responsible professional experience in early childhood development, early childhood intervention, disability inclusion, education, health, social services or related fields.
Experience in policy development, systems strengthening, institutional development or service reform processes.
Experience working with national and local government institutions, municipalities, academia and professional organizations.
Experience in development of strategic, methodological or technical resources.

Knowledge/Expertise/Skills:

Demonstrated experience in development, implementation, evaluation or institutionalization of Early Childhood Intervention services, programmes or moduls.
Development of national strategies, roadmaps or policy frameworks.

Language Requirements:

Fluency in Bulgarian.
Excellent written and spoken English.

Desirables:

Previous experience working with UNICEF, UN agencies or other international organizations.
