Background:

UNICEF Viet Nam works to protect children’s rights, particularly during the recurrent natural disasters (storms, floods and droughts) that threaten public health. Emergencies often lead to the disruption of safe water, sanitation and hygiene services, increasing the risk of waterborne diseases.

With a growing evidence pool based on monitoring of climate and weather patterns pointing to a substantial risk of climate-related emergencies negatively impacting the region and Viet Nam in both the short- and long-terms, and with the ratification of several international agreements putting the heat on Viet Nam to take a robust approach to tackling climate change impacts, UNICEF has developed a vision that recognizes the importance of supporting humanitarian responses to disasters with longer-term and sustainable development work.

Due to the unpredictable timing, scale, and geographic spread of disasters, such support is required on an ad‑hoc and surge basis and cannot be absorbed within the regular functions of UNICEF staff. The support requires short‑term, highly technical, and context‑specific inputs aligned with international WASH in Emergency standards. Central to UNICEF's response framework are the Core Commitments for Children in Humanitarian Action (CCCs). The CCCs constitute the core policy framework for humanitarian action and are mandatory for all UNICEF personnel. Grounded in global humanitarian norms, the CCCs establish organizational, programmatic, and operational benchmarks against which UNICEF holds itself accountable for the coverage, quality, and equity of its advocacy and response. The WASH in Emergency Consultant is expected to provide critical technical inputs to the emergency and early recovery components of the WASH programme to ensure strict adherence to these CCC benchmarks.

UNICEF therefore seeks to establish a Long‑Term Agreement (LTA) with qualified consultant(s) to provide on‑demand technical support on WASH in Emergency response and early recovery, enabling timely, consistent, and high‑quality responses in provinces affected by, or at risk of, storms, floods, and droughts.

Purpose of the assignment:

The purpose of this Long Term Agreement (LTA) is to establish a roster of qualified consultant(s) who can be rapidly mobilized to provide on-demand technical support on WASH response for affected children and populations in provinces affected by natural disasters such as storms and floods.

Objective:

The LTA will enable UNICEF to:

- Ensure timely access to specialized WASH expertise during emergency preparedness, response, and early recovery phases;

- Support national and sub national authorities and partners to rapidly plan, deliver, and quality assure WASH interventions as part of WASH responses;

- Strengthen the coordination of WASH with Health and Education sectors, including community, healthcare facilities and school-based and referral support; and

- Maintain consistency and adherence to CCC, WASH, and child safeguarding standards across emergency responses without delays caused by repeated recruitment.

Through this LTA, consultants will complement - rather than replace - the ongoing programme management, coordination, and oversight functions of UNICEF staff by providing short‑term, surge, and highly technical inputs that are required on an ad‑hoc basis in emergency settings.

Responsibilities of the Consultant(s):

Under the overall guidance of UNICEF and in close coordination with relevant government counterparts and partners, the consultant(s) will provide on-demand technical support for WASH responses in disaster-affected provinces. Responsibilities include, but are not limited to:

Task 1: Provide technical support to UNICEF, implementing partners, and national/provincial counterparts in conducting rapid and post-disaster needs assessments and implementing emergency WASH interventions in accordance with the agreed work plan and budget:

1.1. Work with national partners and provincial counterparts to plan, implement, and report on emergency WASH supply distribution, ensuring timely delivery and compliance with quality and accountability standards.

1.2. Contribute to WASH reporting in accordance with UNICEF’s Core Commitments for Children (CCC) and humanitarian performance monitoring criteria.

1.3. Participate in WASH Sector coordination meetings as required.

Task 2: Coordinate with partners, supply division, and finance service providers to ensure timely delivery of WASH supplies and implementation of Cash Plus for WASH, ensuring accountability and feedback mechanisms are in place:

2.1. Support partners and local authorities in distributing WASH supplies during floods and emergencies, including preparing weekly distribution reports during the acute response phase.

2.2. Collaborate with finance service providers and local authorities to implement Cash Plus for WASH recovery after emergencies.

Task 3: Collaborate with national and provincial partners to implement a monitoring plan for UNICEF’s WASH response, ensuring adjustments based on needs and attention to women, children, and people with disabilities:

3.1. Conduct field visits to monitor implementation, provide technical assistance, and collect disaggregated beneficiary data on WASH supply use.

3.2. Engage local authorities and community leaders to ensure participation and ownership of WASH solutions.

3.3. Provide inputs to WASH in Emergency working groups on response plans, implementation progress, and assessments.

Minimum requirements:

Education:

A minimum of 6 years of relevant experience with a Bachelor's degree or 3 years of relevant experience with a Master's degree at the national and/or international levels in Public Health, Environmental Science, Water and Sanitation Engineering, Emergency Programme Management, and other related fields.

Work Experience:

+ Proven experience working with or providing technical support to UNICEF, UN agencies, government counterparts, and/or NGOs in the implementation of WASH programming, including community‑based approaches.

+ Demonstrated ability to provide hands‑on technical guidance, mentoring, and supportive supervision to strengthen the quality, timeliness, accountability, and ethical delivery of WASH services.

+ Excellent analytical, writing, and communication skills, with the ability to produce concise, high‑quality technical reports, develop practical guidance, and facilitate learning with diverse stakeholders.

Technical expertise required:

+ Field work experience, including community mobilization approaches on WASH.

+ Experience responding to emergencies in the WASH sector, including experience supporting the Emergency WASH Working Group and cluster approach is an advantage.

+ Knowledge on the theories, principles and methods in the following areas: Sanitation and Hygiene, School WASH, water supply project management, integrated water resource management, communication for behavioural change, monitoring and evaluation. Knowledge of UNICEF policies and strategies to address WASH issues, including those relating to natural disasters, disaster risk reduction and environment is essential.

Language Requirements:

Fluency in Vietnamese required; working proficiency in English is highly desirable for technical reporting and coordination.

- The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 45 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

- The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

It is critical to submit work samples as you will observe from the advertisement that marks have been assigned to these criteria for arriving at the most suitable candidate.
Two recommendation letters and/or performance evaluation reports on similar work previously done with other organizations. Three references including the current/immediate former supervisor is to be provided.
