How can you make a difference?

The Royal Government of Bhutan has initiated a process to collect data on children with disabilities as well as undertake a cost of disability study to generate evidence on the prevalence, characteristics, needs, service access, barriers, and socio-economic conditions of children with disabilities. The study will support evidence-based policy development, Disability Support Programme design, and strengthening of disability-inclusive social protection and support services.

To ensure efficient deployment and management of digital data collection tools and high-quality data collection, a national consultant will be engaged to support field operations, data quality assurance, and provide technical support throughout the assessment process.

The national consultant will work closely with the Technical Working Group led by Office of the Cabinet Affairs and Strategic Coordination (OCASC), UNICEF, international consultant, District Officials and field teams through the relevant line Ministry, Organizations of Persons with Disabilities (OPDs), and other stakeholders to ensure timely and successful completion of the assessment. All deliverables will be approved by the Government through OCASC and UNICEF.

Purpose of the Assignment

The purpose of this consultancy is to provide technical support for the finalization and implementation of digital data collection platforms and support the implementation of data collection on children with disabilities, including the cost of disability.

The national consultant will ensure:

• Effective management of digital data collection systems

• Facilitate training and pre-testing of the online data collection tools working closely with relevant stakeholders.

• Timely monitoring and resolution of field challenges related to online data collection including managing any online issues

• Ensuring that the data from the field is complete and of high quality.

• Support data cleaning, validation, and reporting Including data tabulation.

To qualify as an advocate for every child you will have...

Minimum requirements:

Education: Masters degree in Statistics, Economics, Public Health, Social Sciences, Disability Studies, Development Studies, or related fields.
Work Experience:
Minimum 5 years of relevant professional experience in survey implementation, research, monitoring and evaluation, data management, or field coordination.
Experience working on disability, child protection, education, health, or social protection programmes.
Demonstrated experience managing field teams and large-scale data collection exercises.
Strong experience using KoboToolbox or similar electronic data collection platforms.
Experience in data quality monitoring, cleaning, and validation.
Familiarity with government systems and disability stakeholders in Bhutan.
Knowledge/Expertise/Skills:
- Strong project coordination and organizational skills.
- Excellent interpersonal and stakeholder engagement skills.
- Strong analytical and problem-solving abilities.
- Strong analytical and report-writing skills.
- Ability to manage multiple tasks under tight timelines.
- Excellent written and verbal communication skills in English.
- Knowledge of Dzongkha and local contexts is required.
Language Requirements: Excellent command of written and spoken English and Dzongkha, with strong report-writing and communication skills.

- Understanding of the assignment and objectives.
- Proposed methodology and technical approach, including disability measurement, severity classification, data validation, statistical analysis, and reporting methodology.
- Workplan and timeline for all deliverables.
- Description of relevant experience in disability assessments, disability measurement, disability-related cost analysis, and social protection programme design.
- At least two examples of similar assignments completed.
