How can you make a difference?

Child marriage and early union remain significant challenges in Viet Nam, particularly among ethnic minority girls, rural communities and poorer households. The prevalence increased from 10.6% in 2014 to 14.6% in 2021, affecting millions of girls. Child marriage is driven by a combination of poverty, school dropout, limited access to sexual and reproductive health and rights (SRHR) information and services, and harmful gender and social norms. At the same time, it further exacerbates gender inequality, increases the risk of adolescent pregnancy, limits educational and economic opportunities, and contributes to the intergenerational transmission of poverty. Although Viet Nam has laws prohibiting underage marriage, enforcement is inconsistent and harmful social norms continue to sustain the practice.

Drawing on the nutrition cash plus pilot results and the upcoming profiling study on child marriage, UNICEF Viet Nam plans to assess the feasibility and design of a gender-responsive social protection model aimed at reducing child marriage risks and promoting women’s economic empowerment in Gia Lai and/or similar provinces.

UNICEF is engaging a national M&E consultant to support the development of a comprehensive monitoring and evaluation framework that will guide the monitoring, evaluation and documentation of the intervention’s implementation process, results and emerging results, including through baseline and endline assessments.

To qualify as an advocate for every child you will have...

Minimum requirements:

Education: Master’s degree in public (social) policy, development studies, economics, statistics, social work or social science-related field. Being part of academic or affiliate researcher is an asset
Work Experience:

Significant and demonstrable experience with minimum 10 years of relevant work experience in the design and delivery of assessment, evaluation and research, preferably in the context of international development.
Proven knowledge and application of M&E systems and methodologies – including quantitative and mixed-method assessment approaches, including experience in developing logical frameworks and theories of change.
Excellent ability in data analysis, drafting and coordination of high-quality assessment reports/outputs.
Proven experience in managing data collection, enumerators and other field-related activities.
Proven capacity to facilitate multi stakeholder consultations and communications.

Skills:

Knowledge of Viet Nam’s socio-economic context as well as local context of EM provinces would be an asset.
Excellent teamwork skills particularly with local researchers.

Language Requirements: Fluency in English and Vietnamese
Desirables: Experience working with UNICEF, UN agencies, government partners or development partners; experience in social protection, gender-responsive programming, child marriage prevention, adolescent development or ethnic minority contexts; and familiarity with field research in Gia Lai or similar provinces are strong assets.
