2- Office/Unit/Project Description

Bangladesh, with a GDP exceeding USD 430 billion, is the second-largest economy in South Asia and experienced strong economic growth of around 6% annually between 2000 and 2019, alongside significant social progress. During this period, the country improved key development indicators, including an increase in the Human Development Index from 0.49 to 0.68 and a reduction in the national poverty rate from over 48% in 2000 to below 19% in 2022, positioning it for graduation from Least Developed Country (LDC) status in 2026. Despite these achievements, Bangladesh faces serious development challenges, including slow economic growth projected at 3.7% in 2025, double-digit inflation, limited private investment, weak institutional capacities, low social spending, and high vulnerability to climate change and natural disasters, which threaten progress towards achieving the Sustainable Development Goals.

The Initiation Plan (IP) of Resilient and Inclusive Economic Growth (RINEG) programme at UNDP Bangladesh supports the development of innovative initiatives to advance resilient, green, and inclusive economic development, with a strong focus on digital transformation of land administration systems. The RINEG Initiation Plan (2026–2027) provides a foundational framework to consolidate UNDP’s climate and inclusive growth programming by integrating governance, gender and inclusion, sustainable finance, and digital innovation into a cohesive, resilience-focused portfolio.

Under Output 5, the programme aims to digitize land management records in automated land management system, embarking a new era in online land governance of Bangladesh. Key components of this initiative include data collection, entry, verification, correction and validation to modernize services such as- land development tax, records of rights (RoR/Khatian) and mutation. A critical aspect is ensuring the accuracy of data. UNDP has been actively collaborating with the Ministry of Land on this digitalization effort. A critical value addition by UNDP on this initiative has been to enable online access for landowners in digital land records by creating their land profiles. Successful completion of 1st piloting phase in 8 districts across 8 divisions led to 2nd piloting phase across 6 districts (Dhaka, Gazipur, Narayanganj, Narsingdi, Kishoreganj and Cox’s Bazar) and 2 city corporations (Chattogram and Khulna) with much diversified data outlook. This initiative will benefit over 11.73 million citizens by ensuring secure, transparent, and equitable access to land information, empowering communities and reducing land-related disputes. The unified digital platform will enable landowners to securely store and access land records, pay land development taxes online, initiate and track mutation processes digitally, and manage their access credentials, thereby streamlining services, reducing costs, and strengthening inclusive and sustainable economic development.

The Project Analyst (M&E) will provide support to Project Manager (PM) in close collaboration with the RIG Cluster, Programme Teams, Operations Teams of UNDP. H/S will be responsible for ensuring the overall implementation of a Results-Based monitoring and reporting approach.

3- Scope of Work

The Project Analyst (M&E) will primarily focus on supporting the planning, development, and execution of Monitoring, Evaluation, and Reporting strategies and activities for the Land Data Digitalization for Inclusive Growth Project.

1- Contribute to Planning, Development, and Execution of M&E and Reporting Strategies:

Establish/revise an M&E framework, including appropriate progress indicators, baseline information, targets, risks, and assumptions, considering the intended outputs and activities for the IP project, with a specific focus on land data digitalization targets.
Develop/revise and execute multi-year based comprehensive and realistic monitoring and evaluation plans for IP projects with appropriate data sources, collection methods, analysis plans, quality controls, and resource requirements, ensuring robust monitoring of land data digitalization progress.
Provide input in the preparation of the Annual Work Plan (AWP) and budget, and necessary planning and documentation for the IP project, integrating land data digitalization targets.
Collect necessary progress data and information in line with the established result framework/M&E plan, considering all outputs of the IP project, especially those related to land data entry, verification, and profile creation.
Support to prepare necessary periodic progress reports, i.e., QPR (Quarterly Progress Report), APR (Annual Progress Report), and Donor Report for IP projects, accurately reflecting land data digitalization achievements.
Support in the conduct of periodic progress review (i.e., Mid-year, annual) by preparing progress briefs, presentations, and/or other necessary documents for the R&IG Cluster/UNDP CO, with a focus on land data digitalization outcomes.
Support in the development of necessary project documents/proposals by preparing the corresponding Theory of Change (ToC) result framework, risk log, M&E plan, and budget under the IP project, with specific attention to digital land services.

2 - Support to Monitoring, Evaluation, and Reporting Activities for Other Initiatives:

Support the execution of monitoring, evaluation, and reporting activities of ongoing other requirement-based disaster recovery supports/initiatives.
- Establish a reporting mechanism and provide substantial input for preparing periodic Monitoring Reports, Donor Reports, Cumulative Progress Reports, and other necessary reports as per requirement for the Flood Recovery-WASH project.
- Provide substantial input in the preparation and implementation of necessary requirement- based donor-funded emergency recovery/livelihood support under the R&IG cluster by establishing M&E and reporting flow, quality assurance mechanism, progress monitoring, lesson extraction, and completion.
- Support in designing and conducting necessary surveys/studies (i.e., beneficiary selection process, progress identification, etc.) for implementing emergency recovery support by using different online/mobile-based quick survey techniques.

3- Contribute to Corporate Strategic/M&E Information and Evaluation Initiation:

Support in periodic documentation, reporting, update of UNDP’s corporate strategic/M&E

information and initiate necessary evaluation.

Closely work with UNDP Monitoring and Evaluation Focal Person for generating and sharing necessary information and requirements for the IP project in line with the UNDP Strategic Plan and M&E requirements, ensuring accurate data for digital land services.
- Provide input with essential data/information for periodic updates of the UNDP’s corporate information, i.e., IATI, QUANTUM, UNDP-Intra for the IP project and other recovery initiatives/projects under R&IG Cluster, accurately reflecting progress in land data digitalization.
  - Support the preparation of UNDP Results-oriented Annual Reporting (ROAR) by providing necessary data/information from the IP project and other recovery initiatives/s under R&IG Cluster, including land data digitalization results.
  - Support to initiate necessary evaluation and studies as per the UNDP M&E guideline for extracting results, lessons, and learning for IP project under R&IG Cluster, particularly for digital land management.
  - Support to necessary project closing activities, i.e., drafting the Project Completion Report (PCR), Lesson Learned Report, closing Project Quality Assurance (PQA) Report for the project/initiative under IP project.

4- Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management in CO.

Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming and project approach for project team.
- Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, what does not work, revised theories of change to identify innovative ideas for their scaling or replication.
  - Provide sound contributions to local and global knowledge networks, communities of practice, and other knowledge management mechanisms. Proactively participate in UNDP regional and international fora on relevant thematic areas (including engaging in thematic discussions, contributing with analytical papers, etc.).
  - Contribute to the implementation of Evaluation Knowledge Management and Learning Strategy.

5 -Minimum Qualifications of the Successful NPSA

Min. education requirements

An advanced university degree (master’s degree or equivalent) in Disaster Management, Geography, Environment, Development Studies/Management, Social Science, or related area is required.

A first-level university degree (bachelor’s degree) in Disaster Management, Geography, Environment, Development Studies/Management, Social Science or equivalent in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.

Min. years of relevant work experience

Applicantswith a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of work experience in the field of Monitoring and Evaluation, including hands-on experience in design, implementation, documentation, reporting and knowledge building.

Desired skills in addition to the competencies covered in the Competencies section

Experience in executing the M&E plan and conducting necessary M&E activities for quality project delivery, identifying the results and lessons from the project implementation.
Proven track record in the development of the Project Result Framework, Theory of Change (TOC), M&E Plan, identifying risks and preparing necessary budget.
Experience in supporting the development of project proposals, concept notes,and other necessary documents in the aspect of project monitoring and evaluation.
