Purpose of the Assignment: UNICEF is seeking a consultant to develop a practical, evidence-based guide to support the integration of HIV services into Primary Health Care (PHC) systems in low HIV burden countries across Africa, Asia, Europe, Latin America and the Caribbean. The assignment aims to help governments and partners strengthen early HIV identification, improve access to prevention and treatment services, enhance continuity of care, and promote sustainable, people-centered health systems through integrated service delivery models.

UNICEF’s HIV team in the Centre of Excellence (COE) for Low Burden Countries is supporting countries across Western and Central Africa, Middle East and North Africa, Latin America and the Caribbean, Eastern Europe and Central Asia, and the Asia-Pacific to transition toward integrated HIV-PHC service delivery models. To guide this process, UNICEF seeks to develop practical, evidence-based technical guidance, including examples that are working, to support governments and partners in implementing HIV integration across key PHC platforms.

The purpose of this consultancy is therefore to develop a concise, user-friendly and practical guide that translates existing HIV and PHC integration guidance into actionable steps, tools, entry points and examples for country teams working in low HIV burden settings.

To qualify as an advocate for every child you will have...

Minimum requirements:

Education: Master's degree in Public health, medicine, nursing, health systems, HIV/AIDS, primary health care, epidemiology, implementation science, or related social sciences discipline.
Work Experience: At least 8 years of progressively responsible experience in HIV programming, PHC or health systems strengthening, including demonstrated experience developing practical guidance, implementation tools, job aids or operational manuals for country use.
Skills : Strong technical knowledge of HIV service delivery, paediatric and adolescent HIV, PMTCT/triple elimination, differentiated service delivery, PHC integration and community health systems. Demonstrated ability to synthesize evidence into practical, user-friendly tools and guidance for programme managers and frontline implementers.
Language Requirements: Fluency in English is required. Working knowledge of French, Spanish or Russian is an asset.
Desirables: Experience working in low HIV burden countries or UNICEF-supported programmes; familiarity with WCA, Europe, Asia or other low burden contexts; experience facilitating stakeholder consultations and validation workshops.
