Office/Unit/Project Description

UNDP Brazil is committed to supporting the Government of Brazil in achieving national priorities for the 2030 Agenda for Sustainable Development, as outlined in the latest UNDP Country Programme Document (CPD) for Brazil (2024–2027). This strategic document directs UNDP’s collaboration with the Brazilian government and sets out priority partnerships in four main areas: 1) economic transformation for sustainable development; 2) social inclusion for sustainable development; 3) environment and climate change for sustainable development; and 4) governance and institutional capacities for sustainable development. The CPD is anchored in the country’s Multi-Year Plan (PPA) 2024-2027 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027.

In view of the imperative to support the country in the implementation of the Sustainable Development Goals (SDGs) and to promote human development, particularly among the most excluded and vulnerable populations, the UNDP Country Office in Brazil has structured the Decentralized Cooperation and Territorial Development Unit as a strategic cross-cutting area, with the objective of fostering inclusive governance and sustainable human development — social, economic and environmental — at the sub-national level, ensuring that no one is left behind. The Unit’s work is guided by alignment with national policies and plans, as well as with UNDP institutional frameworks contributing to the articulation of integrated and coherent responses aligned with national priorities and the 2030 Agenda.

Project BRA/24/008 – Agenda Rio 2030 exemplifies UNDP Brazil’s commitment to advancing the priorities of the Country Programme Document (CPD) through locally driven, innovative, and inclusive approaches to sustainable development. By promoting territorialized and participatory governance, it strengthens local capacities, fosters community engagement, and supports integrated solutions to address inequalities and accelerate progress toward the SDGs, particularly in vulnerable territories. Through the implementation of Socio-Environmental and Technological Innovation Parks (PISTA), the initiative contributes to social transformation, resilience, and human development while systematically incorporating gender, race, and intersectionality perspectives into its interventions. In this context, it supports the strengthening of planning, governance, and social mobilization for SDG implementation in the State of Rio de Janeiro.

Under the direct supervision of the Unit Coordinator, the Project Analyst will provide technical and managerial support for the implementation, monitoring, and coordination of Project BRA/24/008 and other projects executed under DIM and/or NIM modalities, primarily in Rio de Janeiro. The incumbent will ensure effective project delivery in accordance with UNDP and donor requirements, while contributing technical expertise, stakeholder engagement, and strategic inputs to strengthen the positioning and expansion of UNDP’s work in the thematic areas covered by the portfolio.

Scope of Work

Ensure Coordinate effective project planning and implementation.

Develop project planning process and ensure the work plan and a fully costed budget are prepared based on sound capacity assessments and in accordance with UNDP POPP/PPM Guidelines.
Coordinate / manage the day-to-day activities of the assigned portfolio and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of project objectives and results specified in project document. Provide subject matter technical advice and support and ensure outputs are delivered on time, within the set budget and specified constraints, and to high-quality standards.
Facilitate establishment of interactive and inclusive platforms for project implementation and collaborate with other programme units and project teams to ensure integration of critical development issues in the project activities and expected project outputs.
Ensure implementation activities are in alignment with UNDP policy and programme management procedures and all project interventions integrate a gender equality perspective/gender equality mainstreaming to the extent local context allows.
Ensure operational management of assigned portfolio including through timely procurement of goods, services and/or infrastructure (as relevant), effective management of human, technical and financial resources, etc.

Establish partnerships and open channels of communication.

Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio.
Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement.
Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.
Support resource mobilization efforts and project development.

Monitor and report on progress in implementing project activities and achieving the targets set.

Review the results framework and update the indicators, baselines, and targets of the assigned portfolio. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting.
Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards. Identify, analyze, and take adequate measures to manage emerging issues, problems, and risks. Conduct field visits to project location sites.
Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.
Prepare corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements.
Ensure proper operational and financial closure of the project.

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.

Ensure Effective Programme Financial Management, Budget Planning and Control

Oversee effective financial management of the programme, including budget planning, monitoring, and control, financial analysis, and compliance with UNDP's financial policies and reporting requirements.
Ensure accuracy and transparency in the allocation, use, and reporting of project resources.
Support the preparation of financial statements and documentation required by the supervisor, CO, or donors as appropriate.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Project.

Minimum Qualifications of the Successful NPSA

Minimum Education requirements

Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Social Communication, Political Sciences, Social Sciences, or related field is required, or
A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Minimum years of relevant work experience

Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in the management and implementation of technical cooperation projects, with multi-level public policy coordination and articulation in the areas of sustainability, water resources, circular and blue economy, governance and SDG localization in the state of Rio de Janeiro;

Required skills

Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
Experience in relevant thematic area.

Desired skills in addition to the competencies covered in the Competencies section

Experience coordinating councils/committees involving government, civil society, and the private sector on sustainability or local development topics.
Direct experience with the design and implementation of local innovation networks, sustainable and circular economy or social entrepreneurship in Rio de Janeiro.
Minimum 2 years of field work experience in Rio de Janeiro;
Experience working with UNDP and a good understanding of UNDP and its mandates, policies and procedures would be an advantage;
