The purpose of the consultancy is to develop and pilot a practical climate finance integrity assessment methodology that integrates:

corruption risk assessment approaches;
integrity safeguards;
climate finance governance considerations;
UNCAC preventive measures; and
emerging risks associated with carbon markets and nature finance. The methodology will be piloted through an illustrative application in Papua New Guinea and refined into a practical toolkit that can inform future UNODC programming and technical assistance. Under the overall supervision of UNODC Regional Adviser in PNG and in close consultation with relevant stakeholders, the consultant will undertake the following tasks: 1. Conduct a desk review of relevant UNCAC provisions, CoSP resolutions, guidance materials, and international practices relating to parliamentary anti-corruption oversight. 2. Review and analyse information submitted by States parties and relevant organizations in response to the UNODC request for information. 3. Undertake targeted consultations and interviews with parliamentarians, Supreme Audit Institutions, anti-corruption bodies, experts, and relevant stakeholders, as required. 4. Identify and analyse good practices, challenges, lessons learned, and emerging trends relating to the role of parliaments in preventing and combating corruption. 5. Develop the structure and content of the Compendium/Toolkit. 6. Draft practical guidance on:
Parliamentary oversight and accountability;
Public finance and budget scrutiny;
Engagement with Supreme Audit Institutions;
Follow-up to audit and anti-corruption recommendations;
Parliamentary integrity and ethics systems;
UNCAC implementation and review processes. 7. Develop practical tools, checklists, case studies, and examples of good practice for parliamentarians. 8. Prepare a dedicated Papua New Guinea chapter or annex highlighting opportunities to strengthen parliamentary oversight, accountability, audit follow-up, and UNCAC implementation. 9. Present draft findings and recommendations to UNODC and relevant stakeholders. 10. Revise and finalize the Compendium/Toolkit, incorporating feedback received.

Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC), as guardian of the United Nations Convention against Corruption (UNCAC), supports States parties in strengthening the implementation of the Convention and promoting effective anti-corruption, integrity and accountability frameworks. The political declaration adopted by the General Assembly at its special session against corruption in June 2021 emphasized the importance of education, training and capacity-building as part of a comprehensive approach to promoting transparency, accountability, integrity and a culture of rejection of corruption. Additionally, Conference of the States Parties (CoSP) resolution 8/14, entitled “Promoting good practices in relation to the role of national parliaments and other legislative bodies in preventing and combating corruption in all its forms”, recognized the crucial role of national parliaments and legislative bodies in supporting UNCAC implementation through legislative development, oversight, engagement with anti-corruption and accountability institutions, and the promotion of transparency and integrity. The resolution further encouraged States parties to share experiences, practices and lessons learned relating to parliamentary engagement in preventing and combating corruption and encouraged the development of a compendium of good practices on the role of parliaments in strengthening implementation of the Convention. Furthermore, CoSP resolution 8/13, entitled “Abu Dhabi Declaration on enhancing collaboration between supreme audit institutions and anti-corruption bodies to more effectively prevent and fight corruption”, encourages States parties, consistent with their legal systems and with due respect for institutional independence, to strengthen relations between national legislatures and supreme audit institutions (SAIs) and ensure that audit findings are effectively considered in parliamentary proceedings and oversight functions. While the toolkit is intended as a global resource for States parties, a specific focus will be placed on identifying practical approaches and lessons relevant to the Papua New Guinea context. Papua New Guinea continues to strengthen its national integrity and accountability architecture through reforms aimed at enhancing transparency, public financial management, parliamentary oversight, anti-corruption coordination and public sector accountability. As the institution responsible for legislative scrutiny, budget approval, review of public expenditure, and oversight of executive action, the National Parliament plays a critical role in ensuring accountability for public resources and supporting implementation of anti-corruption commitments. Strengthening the capacity of parliamentarians to engage with audit findings, oversee implementation of public accountability recommendations, monitor anti-corruption reforms, and support implementation of UNCAC is directly aligned with the objectives of ongoing governance and anti-corruption reforms in Papua New Guinea. The development of practical guidance and comparative lessons from other jurisdictions will contribute to strengthening parliamentary oversight and accountability functions within PNG and across the Pacific region. Building on UNODC's engagement with parliaments, supreme audit institutions, anti-corruption bodies and governance partners, UNODC seeks to engage a consultant to develop a Compendium/Toolkit for Parliamentarians on UNCAC Implementation, with particular emphasis on anti-corruption oversight, public finance scrutiny, audit follow-up, parliamentary integrity frameworks, and cooperation with accountability institutions. The toolkit will support parliamentarians in understanding and strengthening their role in promoting transparency, accountability, integrity and effective implementation of UNCAC, including within the context of the second phase of the UNCAC Implementation Review Mechanism.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) law, governance, public administration, public policy, political science, economics, public financial management, auditing, international relations, anti-corruption studies or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of ten years of relevant professional experience in governance, parliamentary affairs, anti-corruption, public accountability, public financial management, auditing, legislative reform or related fields is required. A minimum of three years of experience conducting comparative policy research and preparing analytical publications is required. Experience working with parliaments, legislative bodies, parliamentary committees or parliamentary networks is required. Experience relating to Supreme Audit Institutions, public expenditure oversight, audit follow-up mechanisms or accountability institutions is desirable. Experience preparing toolkits, handbooks, guidance notes or capacity-building resources is desirable. Experience working with the United Nations system or international organizations is desirable. Experience in Papua New Guinea and/or the Pacific region is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
