UNICEF in Eswatini is progressively transforming its programming towards upstream engagement. In this context, evidence and data generation and management are crucial for effective programming. Considering the relatively high domestic financial resources and allocations to social sectors, monitoring children’s rights and identifying gaps to inform programming of Government and other partners is a major contribution UNICEF is investing in.

How can you make a difference?

The Monitoring Officer (Child Rights) will, on one hand, contribute to the UNICEF Programming efficiency and effectiveness by contributing to the monitoring of UNICEF Programme, and on the other contributes to the work of Government and other partners by ensuring availability of evidence for child-focused programming.

Specifically, the Monitoring Officer (Child Rights) will support the following:

Strengthening national data systems for child rights monitoring.
Influencing the national child rights monitoring system, agenda, policies and programming to position outcomes for children.
Managing and coordinating UNICEF's evidence planning.
UNICEF programme management in child rights monitoring.
Supporting the Head of Office in ensuring compliance with UNICEF Programme Procedures.
Development and implementation of the monitoring framework for UNICEF Eswatini’s programme.

To qualify as a champion for every child you will have…

Minimum requirements:

Education: Bachelor or equivalent (First Level University Degree) in Social Science, Statistics, Public Policy, Business Administration, Economics, International Relations, International Development, Political Science, Data Science, or another related field is required.
Work Experience: At least 2 years of relevant professional experience in development, research, planning, monitoring and evaluation, social development planning, data management and analytics, or a related field, including at least 1 year of experience working with data and analytics is required.
Skills: Key skills for success in this role include SDG Monitoring, Administrative Data Systems, Survey Methodology, Situation Analysis, Indicator Development, and Data Governance.
Language Requirements: Fluency in English and Siswati is required.

Desirables:

Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Familiarity with child rights and normative frameworks regarding child rights are desirable.
Background and/or familiarity with emergencies are considered an added asset.

Previous experience within the United Nations system is desirable.

Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
