The Global Programme Division (GPD) plays a central role in driving programme excellence across UNICEF. It provides global strategic leadership and policy direction, develops and monitors frameworks and standards, and ensures coherence and alignment across sectors, regions and partners. GPD generates high-impact, evidence-based solutions and serves as a hub of specialized expertise, offering technical guidance on policy reform and scalable programming. GPD leads UNICEF’s policies, standards and negotiations for programme, ensuring the organization’s assets and priorities are aligned with and contribute to child development goals. In addition, GPD strengthens country-level implementation through integrated technical support, linking global policy with on-the-ground action to deliver results for children at scale.

How can you make a difference?

The Education Specialist (Learning Assessment) will provide technical assistance to UNICEF Country and Regional Offices, national governments and partners, to develop, implement, and use learning assessments that inform sector policy, planning and financing, school monitoring and classroom instruction to improve learning outcomes. The role will also contribute to global standard-setting, the development of methodologies, and partnerships to promote equity-driven, inclusive, and actionable learning assessments that support system-wide education reform, equitable resource allocation and education programming in emergency settings.

Under the supervision of the Senior Advisor, Education (Education Financing), the Education Specialist (Learning Assessment) will provide high-level technical assistance and strategic support to advance UNICEF’s global agenda on learning assessment. The role will guide UNICEF’s work on strengthening national learning assessment systems and their use at all levels for increasing learning outcomes, with a particular focus on early learning and foundational learning. To qualify as an advocate for every child you will have…

Minimum requirements:

- 1. 1. Education: Master or equivalent (Advanced University Degree) in Education, Statistics, Economics, Social Science, Psychometrics, Educational measurement, Social Sciences, Learning Measurement or other related fields.
    2. Work Experience: At least 8 years of progressively responsible professional experience in education, learning assessment, education monitoring, labor market monitoring, learning assessment, workforce development or other related fields is required.
    3. Skills: Demonstrated expertise in learning assessment, education monitoring, psychometrics, data analysis and reporting, learning measurement, and policy dialogue is required.
    4. Language Requirements: Proficiency in English is required.

Desirables:
1. 1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  2. Proven experience in supporting the design and implementation of national and large-scale learning assessments, including formative, summative, and competency-based assessments.
    • Experience in developing tools for assessing early learning or foundational learning.
    • Working knowledge in psychometrics, test development, sampling, data analysis, and reporting of learning outcomes.
    • Experience with global reporting frameworks such as SDG 4.1.1a/b indicators.
    • Strong technical expertise in data analysis and visualization using statistical software (e.g. SPSS, Stata, R) and Visual Basic for Applications.
    • Solid understanding of the broader education policy landscape, including sector planning and financing, monitoring frameworks, and the use of learning data for system reform and improving teaching and learning.
    • Demonstrated ability to contribute to and engage in policy dialogue with governments and partners on learning assessment and their use for education system strengthening and performance.
    • Familiarity with digital assessments, computer-based testing, or remote learning assessments.
    • Understanding of intersectional equity issues in learning assessment (e.g., disability-inclusive measurement, gender-responsive assessments).
    • Experience collaborating with global and regional assessment programs (e.g., LLECE, PASEC, SACMEQ, SEA-PLM, PISA).
    • Proficiency in data visualization platforms (e.g., Tableau, Power BI) and innovative communication of learning data.
  3. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
