TERMS OF REFERENCE
Purpose of Activity/Assignment:
UNICEF and SFD are currently undertaking a digital transformation to improve the efficiency, transparency, and coverage of the new social protection programs. A core component of this transformation is the assessment of the institutional capacity to design, develop, and roll out an integrated Management Information System (MIS) that encompasses:
• Social Registry: To collect and manage data on potential beneficiaries.
• Cash Transfer Module: To manage payments, reconciliation, and beneficiary compliance. • Digital Payment and E-Wallet Management: to manage digital payment and E-wallet
• Grievance Mechanism (GM) Module: A comprehensive module to manage complaints, inquiries, and feedback.
• Real-Time Monitoring Dashboards: A user-friendly dashboard designed to monitor key indicators, progress metrics, and performance trends in real-time
• Mapping and Geo-Targeting: To support the "geo-bundling" of combined interventions, CFN, VSLA, and other WB supported programmes.
• Integration with Health Registry: given the nutrition focus, interoperability with health systems/registry. The consultant will provide strategic, capacity-building, and technical support, as well as operational planning, to ensure the successful implementation of this system, aligned with international best practices and the national digital transformation strategy.
