TERMS OF REFERENCE
The evaluation consultant will assess the design, implementation, results, and sustainability of the SAM4SRHR programme implemented by SAfAIDS in partnership with the Ministry of Health and UNICEF. The primary focus will be on the Social Accountability Monitoring (SAM) model and the MobiSAfAIDS digital platform as mechanisms to strengthen youth-friendly HIV and sexual and reproductive health (SRH) services.
Time period: The evaluation will cover the period 2022–2025, corresponding to the implementation phase of the programme.
Objectives
- Assess the extent to which the SAM4SRHR programme has empowered adolescents and young people, including adolescent girls and young women, to meaningfully participate in social accountability processes and to hold health service providers accountable for the access, quality, and responsiveness of HIV and SRH services.
- Examine the effectiveness of the MobiSAfAIDS platform and associated SAM processes in identifying service delivery gaps, facilitating timely responses by health service providers, and improving dialogue, trust, and accountability between adolescents and young people and the health system.
