                                                         TERMS OF REFERENCE

The purpose of this assignment is to undertake a comprehensive seven-month desk-based analytical study on the financing of the Free Nutritious Meal (MBG) programme across national and subnational levels. MBG is a flagship priority of the Government of Indonesia, currently predominantly financed and implemented at the national level. At the national level, the assignment will focus on analyzing the financing of MBG within the State Budget (APBN), including budget allocations, expenditure trends, and the composition of spending. The analysis will assess the adequacy, efficiency, and fiscal sustainability of current financing arrangements, and identify opportunities to strengthen budget performance and support informed decision-making on the programme’s scale-up and long-term viability. This will also include an assessment of fiscal incentive mechanisms and frameworks—particularly those related to stunting reduction— to assess their alignment with and potential contribution to MBG objectives.
