Duties and Responsibilities

The Economic and Social Commission for Asia and the Pacific will deliver a new initiative, titled the “Energy Transition for Green Growth and Prosperity” programme (ETGGP). Focusing on Southeast Asia, the programme aims to support member States accelerate their energy transition in tandem with green industrial development. It will do this by strengthening institutional capacities across ministries and accelerating country-led energy transitions through a targeted, demand-driven model grounded in national contexts. Work will focus on strengthening capacities in policy development, energy system planning, finance, data, and participation in sustainable energy technology value chains. The programme will deliver support through three mutually reinforcing pillars: 1) data-driven policy support and capacity-building to link energy, economic, and industrial strategies; 2) development of green power corridors using socioeconomic and environmental impact analysis; and 3) green finance for the energy transition to accelerate financing for the energy transition. Themes that ETGGP will work on, on a demand-driven basis from countries, will include renewable energy, green growth and green industrial competitiveness, energy efficiency, energy access, energy connectivity, financing solutions, low carbon transport, critical minerals and energy technology value chains and supporting the early retirement of coal-fired power plants. Delivery will be undertaken by two divisions of ESCAP working in partnership – the Macroeconomic Policy and Financing for Development Division, and the Energy Division. The initiative will commence from January 2026. There will be a series of key meeting structured around the Asia Pacific Forum on Sustainable Development (APFSD) in late February 2026, including a meeting of the Advisory Group convened to advise the project, an inception workshop and a roundtable meeting.
