This temporary position is located in the Operational Standards & Support Section (OSSS) in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The incumbent will report to the Chief of OSSS, who in turn reports to the Director of ID/OIOS. OIOS is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.
Responsibilities
Under the supervision of the Chief of OSSS, the Investigator will perform the following duties:
- Plan, organize, conduct, and manage investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, sexual exploitation and abuse (SEA), sexual harassment, and violations of United Nations Regulations and Rules;
- Respond to requests for operational support from the ID/OIOS Director and Deputy Directors, including supporting investigation and post-investigation activities;
- Advise on operational implications of United Nations jurisprudence and General Assembly resolutions;
- Promote close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions;
- Develop, maintain and update ID/OIOS guidance material, policies and procedures; and monitor their implementation to ensure that the material is complied with;
- Support Intake services, which includes responsibility for the ID/OIOS hotline and initiation of new matters, analyzing jurisdictional authority, undertaking preliminary assessments, recommending disposition of matters, and corresponding and engaging with other offices relating to misconduct allegations implicating United Nations Peacekeepers;
- Support a centralized ID/OIOS Referral service, which includes, drafting correspondence and compiling supporting documentation for the referral of a matter to the relevant entity, assessment of proxy investigations, responding to requests regarding a referral matter, and ensuring appropriate follow-up with relevant entity on referral outcome;
- Review and provide quality assurance of investigation reports and related communications, as needed;
- Manage and supervise investigations of alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases relating to requests for Protection Against Retaliation;
- Oversee statistical reports and related output as required by ID/OIOS senior management and external entities, which includes preparing analytical reports and related outputs;
