The assignment will support that Peru’s participation in COP17 is technically sound, strategically aligned, and effectively articulated, through the provision of evidence-based inputs (a comprehensive analysis of SBSTTA-28 and SBI-7 negotiation outcomes).

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division engages with governments and other partners to develop and promote ecosystem-based solutions for sustainable development. This assignment is in the Nature Frameworks Support Unit of the Biodiversity and Land Branch, Ecosystems Division. The Convention on Biological Diversity (CBD) is the principal international instrument for biodiversity conservation, sustainable use, and fair and equitable sharing of benefits. Following the adoption of the Kunming-Montreal Global Biodiversity Framework (KM-GBF), Parties are advancing implementation through negotiations in subsidiary bodies, including the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) and the Subsidiary Body on Implementation (SBI). The outputs of these negotiations lead the debate and even the scope of the negotiations at the Conference of the Parties 17 (COP17) in Armenia. Peru, through the Ministry of Environment of Peru (MINAM), actively participates in these negotiations. The upcoming SBSTTA-28 and SBI-7 meetings (July-August 2026) will address key issues such as:

  • IPBES: the methodological assessment of the impact and dependence of business on biodiversity and nature’s contributions to people.
  • Resource mobilization and the financial mechanism To strengthen its technical and strategic engagement for COP17, the General Directorate of Biological Diversity of MINAM (DGDB – MINAM) requires a 04-weeks specialized advisory support to review the outcomes of SBSTTA-28 and SBI-7 to prepare proposals of possible national positions for COP17 (ongoing and post-evaluation). The consultant will report to the Programme Management Officer of the Nature Frameworks Support Unit, in close collaboration the Facilitator in Peru and General Directorate of Biological Diversity, Ministry of Environment (DGDB - MINAM).
