Job Description

Result of Service

The objective of the assignment is to (i) establish and operationalize a monitoring framework for long-term adaptation outcomes and the NAP process in Rwanda; (ii) support the project's knowledge management activities; (iii) collect, analyze and disseminate experiences and lessons learnt from the NAP process; and (iv) provide technical advice and support to the implementation of the project.

Duties and Responsibilities

Purpose The consultant will support the implementation of Component 3 of the project "Building the Capacity of Rwanda's government to advance the National Adaptation Planning Process" (Rwanda NAP) project, by providing expertise on Adaptation Monitoring and Review, Knowledge Management and Technical Advice. Organizational Setting UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Climate Change Division works with international and national partners, providing technical assistance and capacity building support for the development and implementation of climate change policy and action, and strengthening the capacity of developing countries and countries with economies in transition to respond to climate change Background Over the past decade, Rwanda has experienced strong economic growth across a wide range of sectors, including agriculture, energy, mining, industry and services. By adhering to green economy principles during this growth, the country has positioned itself to become a world leader in green growth. The pressures from a rapidly growing population on land, water, food and energy resources are, however, currently threatening the sustainability of its development. Current and predicted effects of climate change are compounding these threats. Rwanda's contribution to climate change in the form of greenhouse gas (GHG) emissions is relatively small, however, the country needs to put measures in place to respond and adapt to climatic risks.
