This position is located in the Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB) within the Department of Management Strategy, Policy and Compliance (DMSPC). The Contributions and Cost Recovery Service serves as the Secretariat to the Committee on Contributions and supports both the Committee and the General Assembly in negotiating the scales of assessments and ensures the timely issuance of assessments and information on the status of assessed contributions. The Contributions and Cost Recovery Service also establishes cost recovery policy, guidelines and procedures for service providers who operate in the cost recovery funds; reviews and approves service rates; designs, reviews and approves changes and enhancements to Umoja and related reporting in support of cost recovery; establishes cost recovery key performance indicators and monitors compliance with cost recovery policy. The Chief of Service oversees the activities of the Contributions and Cost Recovery Service and reports to the Director of the Division. There is also a functional reporting relationship to the Controller, OPPFB.
Responsibilities
Formulates and implements the substantive work programme of the Contributions and Cost Recovery Service under his/her supervision. Manages the UN Secretariat shared cost recovery funds for Regular Budget and Peacekeeping operations. Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
- Leads, supervises and carries out the work programme of the Service under his/her responsibility. Co-ordinates the work carried out by different work units and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
- Provides oversight and guidance to service providers on cost recovery-related issues.
- Represents the Controller on the UN Secretariat working groups on cost recovery and related issues.
- On behalf of the Controller, reviews and approves the cost recovery rates for inclusion in the UN consolidated service catalogue in Umoja.
- Monitors activity in the cost recovery fund to ensure expenditures and activities are in line with guidelines and policy.
- Monitors inflows and expenditures for assessed contributions and cost recovery funds to ensure financial stability as well as liquidity of the related funds.
