An independent, high-quality final evaluation of the UNSDCF 2023-2027 in Libya that provides credible findings, conclusions and strategic actionable recommendations to inform UN strategic positioning, the design of the next UN Cooperation Framework cycle, future programming and accountability to national stakeholders. Required deliverables along with estimated timeframes: Phase 1. Inception phase Deliverable Inception Report, including:  Detailed methodology  Data collection instruments  Stakeholder mapping and sampling approach  Evaluation matrix  Detailed implementation workplan Estimated time frame 15 working days Phase 2.Data Collection & Preliminary Analysis Phase Deliverable Preliminary Findings Presentation / Validation Brief Estimated time frame 15 working days Phase 3.Reporting Phase Deliverable Draft Evaluation Report  Stakeholder Validation Workshop  Revised Draft Evaluation Report (1st revision)  Second and Final Evaluation Report and Presentation (2nd revision) Estimated time frame 21 working days in total (including 10 working days for the first draft and; 3 working days for validation workshops, 8 working days for two rounds of revisions)

Duties and Responsibilities

The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 is the primary strategic instrument guiding the collective contribution of the United Nations system in Libya to national development priorities and the Sustainable Development Goals (SDGs). It also serves as the integrated strategic framework between the United Nations Country Team (UNCT) and the United Nations Support Mission in Libya (UNSMIL), supporting coherence across development, humanitarian, and peacebuilding efforts. Originally designed for 2023-2025, the Cooperation Framework was extended to 2027 in response to contextual developments, including humanitarian shocks and evolving national priorities. In line with United Nations Development Coordination Office (DCO) guidance and United Nations Evaluation Group (UNEG) norms and standards, the United Nations in Libya is commissioning an independent final evaluation of the UNSDCF to assess the collective contribution of the UN system to national development priorities, identify lessons learned, and generate actionable recommendations to inform the next Cooperation Framework cycle.
