This position is located in Bogota within the United Nations Verification Mission in Colombia (UNVMC) and falls under the Mission Support Division (MSD). The Supply Officer will serve as Chief of Life Support Unit, which operates under the direct supervision of the Chief Service Delivery Section. The Chief Life Support Unit will be responsible and accountable for managing an average of 2.2 million USD for the provision and oversight of critical and core support services essential to the Mission, including conference and catering services, Rations, Petrol Oils and Lubricants (POL) product and services, and the provision of general supply services across all Mission sites.
Responsibilities
Develops, reviews, and manages contracts for the provision of life support services, including catering and food rations, fuel and POL products, water supply, and other general support services, ensuring compliance with UN rules and regulations.
- Plans and prepares cost estimates, budget implications, and long-term forecasts for life support services in coordination with the Mission’s planning and budget cycles.
- Monitors implementation of life support contracts and vendor performance; ensures key performance indicators (KPIs) are met and addresses shortfalls proactively.
- Conducts market research and reviews best practices in the life support operations.
- Initiates procurement processes and maintenance in line with mission environmental sustainability guidelines.
- Leads technical assessments and field visits during planning, implementation, expansion, or closure of mission sites to ensure the efficient use of resources.
- Develops asset redeployment and disposal plans during mission transitions or closures of field offices, in coordination with relevant stakeholders.
- Ensures the implementation of accurate, complete, and reliable stocks and inventory records and internal control systems under SAP ERP, including Microsoft tools used by the UN.
- Analyzes audit findings, performance reports, and operational challenges; prepares and implements corrective action plans as needed.
- Prepares and validates reports extracted from SAP ERP and other Microsoft tools, including Power BI reports, resolving discrepancies and ensuring data accuracy across all life support-related records.
- Tracks and monitors goods in transit in coordination with MOVCON, ensuring prompt receipt and inspection of deliveries as per existing Mission demand plans.
- Prepares and reviews supply-related cases for submission to the Local Committee on Contracts (LCC) and the Headquarters Committee on Contracts (HCC), and represents the Unit in relevant contract or coordination meetings.
