The(se) position(s) are located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("One EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. One EO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfil their mandates, including human resources management, financial administration, travel, and general administrative support, while adhering to the delegation of authority framework and ensuring compliance with established regulations, rules, policies, guidelines and procedures. These positions are in the Specialized desk II “Staff Administration” of the OneEO/CAP New York and the Client desk. The Human Resources Officer will report directly to the Chief of Unit/desk.
Responsibilities
Within delegated authority, the Human Resources Officer provides administrative support across staff administration, and HR operations, ensuring accuracy, compliance, and timely service delivery. Functions of this position encompass sub-functional specialties such as onboarding and orientation, administration of entitlements and benefits, human resources planning and monitoring, and staff separation support. The Human Resources Officer reports to the Senior Human Resources Officer, Chief of Specialized desk II or in a Client desk. Within delegated authority, the Human Resources Officer will be responsible for the following duties: Key Responsibilities: 1. Oversight and HR Service Delivery
- Supervise and guide a team of HR Partners and Human Resources Assistants to ensure high-quality, consistent HR services.
- Oversee all HR administrative transactions, including personnel actions, contract administration, and maintenance of staffing tables.
- Provide authoritative advice to managers and staff on HR policies, rules, regulations, and procedures.
- Remain abreast of developments and best practices in human resources management. 2. Onboarding, administration and entitlements of benefits
- Review recruitment requests and coordinate the onboarding of new staff members.
- Determine staff entitlements at initial appointment, including endorsement of grade, level, and step for offers of appointment and recommend corrective actions or procedural improvements as needed.
- Review, approve, and sign job offers and letters of appointment.
- Review and approve staff requests for entitlements and benefits, including dependency benefits, education grant, rental subsidy, and language allowances.
