This position is located in the Programme, Planning and Operations Division in the Economic Commission for Latin America and the Caribbean ECLAC. The Senior Programme Officer reports to the Director of the Division. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
Within delegated authority, and under the supervision of the Director of the Programme, Planning and Operations Division, the Senior Programme Officer will be responsible for the following duties:
- Takes the lead to develop, implement and evaluate strategies for fund-raising for extrabudgetary resources for technical cooperation projects and activities implemented by ECLAC, including the identification, contacting and negotiation of formal agreements with prospective donors, formulation of project proposals and their submission to donors, initiating administrative actions for the receipt of the resources.
- Directs subordinates in programme/project development, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
- Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
- Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies; presents information gathered from diverse sources.
- Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
- Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
