The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries including those in crisis-affected situations. This post is located in Ecosystems Division's Disasters and Conflicts Branch based in Kyiv, Ukraine, and reports to the Head of the Branch. Under the overall supervision of the Head of Branch, the Senior Programme Officer will be responsible for the following duties:

Responsibilities

Takes the lead to develop, implement and evaluate assigned programmes /projects; directs subordinates in programme /project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.

• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation and presents information gathered from diverse sources.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, and identifies and guides strategic policy engagements to maximize UNEP/UN influence and visibility, particularly in the area of addressing the environmental dimensions of disaster risk reduction, including the role of nature-based or ecosystem based approaches and industrial risk prevention.
• Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications.
• Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Manages outreach activities; designs and conducts training workshops, seminars., including use of online training and workshop platforms; makes presentations on assigned topics/activities.
