Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is based in Damascus, Syria. This consultancy position will support the United Nations Office for Disaster Risk Reduction (UNDRR), Regional Office for the Arab States (ROAS). The consultant will be reporting to the Deputy Chief of Office, or delegated staff member. Duties and Responsibilities The consultant will support UNDRR, the Syrian Ministry of Emergency and Disaster Management (MoEDM) and relevant partners in: 1. Aggregating, structuring, and synthesizing national statistical data from the Planning and Statistics Authority and the Central Bureau of Statistics to establish the baseline for DRR strategy development. 2. Executing data validation, quality assurance, and formatting protocols to ensure strict compliance with Sendai Framework Monitor (SFM) reporting standards and seamless integration into the DELTA-Resilience platform. 3. Developing, calibrating, and piloting digital data collection templates for Loss and Damage assessments, ensuring the precise integration of mandatory demographic disaggregation layers (gender, age, disability, displacement, etc.). 4. Leading comprehensive data gathering and strategic research to map existing capacities, identify systemic vulnerabilities, and document gaps across designated governorates and thematic areas to inform early warning initiatives. 5. Managing GIS data integration, spatial analysis, map formatting, and advanced visualization to support geographic risk assessments. 6.
