Org. Setting and Reporting

The mandate of the Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asia-Pacific region. The role of ESCAP as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis and with normative, technical and capacity-building assistance to respond to the development priorities and changing needs of countries in Asia and the Pacific. This position is located in the Financing for Development Section of the Macroeconomic Policy and Financing for Development Division. The incumbent reports to the Chief of the Financing for Development Section. The focus of this position is to support the implementation of a three year externally funded initiative - the Energy Transition for Green Growth and Prosperity programme - working closely with staff from the Macroeconomic Policy and Financing for Development Division and the Energy Division, as well as the internal project steering group set up to oversee the management of this programme.

Responsibilities

Under the direct supervision of the Chief of the Financing for Development Section, and overall supervision of the Director, Macroeconomic Policy and Financing for Development Division, the incumbent is required to perform the following functions:

  • Participate in the development, implementation and evaluation of the Energy Transition for Green Growth and Prosperity programme; monitor and analyze programme development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
  • Perform the coordination of technical assistance and analysis for relevant member states, in collaboration with the project steering group, by planning and facilitating workshops, through other interactive sessions and assisting in developing the annual activity plan the project steering group will use to manage the change.
  • Provide secretariat and coordination support to a high-level advisory group of experts and donors that are stakeholders in the programme.
  • Research, analyze and present information gathered from diverse sources.
  • Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
  • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications dealing with themes including but not limited to financing the energy transition, green industrial transformation, social development, macroeconomic stabilit...
