Org. Setting and Reporting

This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("One EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. One EO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfil their mandates, including human resources management, financial administration, travel, and general administrative support. Specifically, this position is in the Client Desk 4 of the CAP. The Associate Finance and Budget Officer reports directly to the Chief of Unit.

Responsibilities

Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties: BUDGET PREPARATION:

  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for work programs undertaken in Desk 4.
  • Reviews, analyses, and monitors programme budget/financial implications with respect to trust funds and grants on a regular basis.
  • Assists managers in the elaboration of resource requirements for budget submissions. BUDGET ADMINISTRATION:
  • Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
  • Monitors budget implementation and recommends reallocation of funds as necessary.
  • Monitors expenditures to ensure that they remain within authorized levels.
  • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • Administers and monitors extrabudgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assists in the preparation of budget performance submissions.
  • Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. GENERAL:
  • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
  • Keeps up to date on documents/reports/guidelines that have a bearing on matters related to the work programme, ensuring compliance with donor requirements as well as with United Nations policies and procedures.
  • Ensures the integrity of financial and management systems and the controls that underpin them.
  • Supports the implementation of procedures and systems for implementing the appropriate financial databases.
