Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

• Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
• Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
• Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
• Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background

Le Programme des Nations Unies pour le Développement (PNUD) en collaboration avec le Ministère de l’Environnement et du Développement Durable et le financement du Fonds Vert pour le Climat (GCF), met en œuvre le projet relatif au Plan National d’Adaptation (NAP).

Ce projet vise à renforcer les capacités institutionnelles et techniques du pays afin d’intégrer de manière systématique l’adaptation au changement climatique dans les processus de planification, de budgétisation et de prise de décision aux niveaux national et infranational.

Le processus NAP s’inscrit dans le cadre des engagements de Djibouti au titre de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) et vise à opérationnaliser l’adaptation conformément aux orientations internationales, tout en répondant aux priorités nationales de développement durable.

Une attention particulière est accordée au niveau régional, considéré comme un maillon stratégique pour :

• La prise en compte des vulnérabilités climatiques locales,
• L’identification des priorités d’adaptation spécifiques aux territoires,
• L’intégration de l’adaptation dans les Plans de Développement Régionaux (PDR),
• Le renforcement de la coordination entre les acteurs déconcentrés de l’État, les collectivités locales et les partenaires techniques.
