UNICEF’s Social Policy Section supports governments to design, strengthen, and institutionalize inclusive, shock-responsive, and child-sensitive social protection systems that address multidimensional poverty and vulnerability across the life cycle. This includes support to delivery systems such as social registries, social assistance programme management information systems (MIS), grievance redress mechanisms, and cross-sectoral coordination platforms.
Sudan’s social protection system has historically been characterized by fragmented formal and informal arrangements, overlapping targeting approaches, and weakened implementation capacity (Bilo et al., 2020; Machado et al., 2018). Since the onset of the Sudan conflict (2023 to present), large-scale social assistance programmes implemented by UN agencies and NGOs have become critical instruments for delivering life-saving support.
