The Multi-Country (MC) Evaluation Specialist post will, on the basis of efficiency and effectiveness considerations, be located in the Pacific Multi-Country Office (PMCO), based in Suva, Fiji. The MC Evaluation Specialist works in close coordination with the PMCO and the Papua New Guinea (PNG) Offices. A matrix management approach will be applied in which the cooperating Country Offices and the Regional Office contribute to the performance review of the MC Evaluation Specialist. The MC Evaluation Specialist reports to the Representative, PMCO for administrative oversight, and to Representatives of the PMCO and PNG on matters related to evaluation sponsorship, planning, funding and use, and to the Regional Evaluation Adviser (P-5) for evaluation technical guidance and oversight.
The MC Evaluation Specialist works closely with the Country Office PME staff/focal persons in the development and implementation of the Country Office costed evaluation plan (CEP), and works with the Country-Office to undertake thematic evaluations, evaluation of humanitarian action (for Level 1 emergencies) evaluability assessments, defined strategic engagement and technical support towards national evaluation processes relevant to UNICEF’s mission, and other evaluative activities for which Country Offices are accountable.
