                                                         TERMS OF REFERENCE

The consultant will serve as a catalyst for reform by:

•Aligning ministerial strategies and operations to national priorities;

• Institutionalizing change management and growth mindset approaches;

•Providing senior-level change management leadership for priority reforms, including EMIS, STEAM, e-Government, and productivity initiatives.

•Strengthening data-driven planning and performance systems, particularly through EMIS;

•Building enduring transformation capacity within MCWBE and allied institutions; and

• Support effective adoption and utilization of digital systems to enhance planning, reporting, and service delivery.

Minimum requirements:

• Education: an advanced university degree (Masters) in one of the following fields: Public Policy, Education Management, Information Systems, Change Management, or related field
• Work Experience: Senior level experience in public sector reform, institutional transformation, and performance management with a minimum of 10 years of service.
